rather as

a necessary

adjunct to the Lighthouse which had already been approved and was in —

of erection_, and the fact that it was so and _ that the cost of it should ве

be defrayed from the special taxe raised for the purpose-,

and that it would not be

a

ordinary

charge against the

revenue of the Colony, apparently caused it to be looked upon

not coming under the- category of works, requ

special approval of Your Lordship before being

carried out.
